League Rules
Captains Rules
1. Payment Schedule must be followed, if a payment is missed or incomplete as set by convener. You will have a 1 week grace period to fulfill payment requirements. If payment is not received by that following Saturday the captain(s) will be suspended the next game, where this pattern will keep repeating until payment is fulfilled.
2. Player waivers must be turned in before any player skates. This is not only to protect the facility but also all the managers that is considered the executive of the league. Waivers can be found on our league site. http://windsorhockeyleague.webs.com/rules-forms Turn them into convener or the timekeeper. If you have illegal players (ie. Players without waivers, or the use of too many players) those games that the illegal player(s) play will be deemed forfeits.
3. Rosters/Waivers must be turned in by the 3rd week with the correct names and numbers of the players. This is necessary for the printing of game sheets and stat collection. Also to validate that certain players are on your team. Maximum of 18 skaters and 2 goalies are allowed per roster. You can add players up until cut off dates (winter January 1, Summer July 1). You can not delete players from your rosters if they have played 1 game.
Hockey Rules

2. Minimum Games Played Rule’: Players must 1) play a minimum 6 games through the regular winter season or 4 games through summer season before playoffs begin, 2) have signed a waiver at their first game played and 3) be listed on the team roster to be eligible to play in the playoffs. Game sheet signatures are how we validate number of games. No signature you did not play!
3. ‘The Exception Rule’: A new player may be exchanged for an existing player in the case where unforeseen conditions dictate that a team is dropping a player and adding another. The dropped player is not allowed to play further games that season. Under this rule the added player can be considered for playoff eligibility. This will depend on the number of games left in the regular season.
4. Teams are allowed to add players before roster cutoff date, as long as you are under the maximum number of players (with a signed waiver). Those players will not be eligible for playoffs unless they meet the ‘Minimum Games Played Rule’ and signed before the cut off dates (Winter January 1, Summer July 1). Or the situation falls under ‘The Exception Rule’
5. Player sharing among teams is allowed during the regular season when a team is short-handed. The idea is to increase a team’s roster to a maximum 10 players for a given game. However you can only pick up a maximum of 2 players in total. These added players must be rostered player for one of the other teams in the league and have signed a waiver. Player sharing is not allowed in the playoffs.
6. Junior/College/University Players that are/were active for the past/current Winter season are not eligible for our Winter Season. For the Summer season your team will be allowed a maximum 2 returning players (to junior,etc..) that were active in the winter with a club.
7. Team Jersey conflicts, At the CPA (Ice Park) in the maintenance room is a set of White Bibs. When a conflict happens the Team with the highest seniority in the league will be allowed to wear their jerseys. Please be aware of what teams have conflicts.

8. Discipline: Any player who is assessed a major penalty that was deemed intentional by the referee or the majority of witnesses, including but not limited to bad hits, punches thrown, stick infractions, verbal abuse at/to anyone involved, will be suspended for at least a game and possibly several games or the season. A second ‘intent to injure’ offence will mean permanent removal from the league. We are also warning the players not to verbally abuse the refs since they have been instructed to remove that player from that game.
9. Penalties: Players that receive 3 penalties in one game will be ejected from that game. No further suspensions are warranted.
10. Fighting majors will be assessed by the referee however Team Captains all agree that:
1st fight - the player is suspended that game plus a 1 game suspension – or referee ruling
2nd fight - that game plus an automatic indefinite suspension until reviewed.
11. Verbal Abuse of the Officials and/or Scorekeeper: This is simply not allowed or condoned. Players who verbally abuse any other person can expect to be penalized at the discretion of the referees.
12. Forfeits – A team must have 5 skaters from their own team without pickups to be deemed a game. Any team with less will automatically forfeit the game.
13. Ties: Both teams receive 1 point for the tie. Due to curfew restrictions all team captains agree that no shootout is allowed in regular season play. Exception for the playoffs. In any Elimination Game, a tie result at the end of regulation time, there will be a three player shootout to determine a winner. If a tie remains after the shootout, sudden death shoot out will be allowed (next goal wins).
14. Tie breaking rules. Below are standard tie breaker rules we will adopt.
- Most Wins
- Head to Head against each other
- Best goal differential - Goals For (GF) minus Goals Against (GA)
- Least Goals Against
- Most Goals Scored
- Least Penalty Minutes
- Coin
15. Regular Season Game times will be 10, 10, Running time (remaining time until curfew) last minute is stop time (always), unless the losing team wants it to run. Regular season has no shootouts!
Playoffs
16. Players must play a minimum 6 Games (Winter), 3 Games (Summer) through the regular season and be listed on your roster and have signed a waiver from their first game played. No player sharing allowed. Goalies can be an exception.
17. Round robin games are the same as regular season. All Elimination Playoff games will be 10, 10, 10 Stop time, allowed one 30 second time out. If tied we go directly to shoot out where you follow rule 19. We will try and get a 3 min 3 on 3 for all playoffs. This is dependent on the arena. TBD.
18. Championship Game, 1 thirty second timeout is allowed. If tied we go to 3 Minute - 3 on 3. If still tied we go to Shootout where we follow rule 19.
19. Shoot Outs – In games where shoot outs are necessary. Teams must mark 3 players on the games sheet. Players will go at the same time because of time constraints. If still tied after 3 shooters you go to a sudden death shootout where you must go through your entire roster before anyone can shoot twice. Any player in the penalty box at this time does not get to shoot. If a marked player is injured or in the penalty box you can replace them, however that player can not shoot.
